height: auto;" src="https://pics.app.cnyw.net/Fp9BwTbXYIvxRHI_ywZKDMeSE1Gk" /></section><section style="margin-bottom: 0px;"></section><section style="margin-bottom: 0px; text-align: center;"><span style="font-size: 18px;"><strong>关于进一步加强物业企业住宅小区装饰装修管理的通知</strong></span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">全市物业服务企业：</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">为进一步落实物业企业小区室内装饰装修管理法定职责，严厉打击拆改承重结构、改变公共部位使用功能等违规装修行为，结合行业发展实际，现将我市物业企业履行装修管理职责相关要求通知如下：</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><strong><span style="font-size: 16px;">一、基本要求</span></strong></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（一）重点针对集中装修期住宅小区，物业服务企业需建立小区室内装饰装修管理工作异常事项日报、每周工作简报、每月履职报告报送机制。集中装修期住宅小区原则上为交付时间不超过18个月的住宅小区，市建设局制定集中装修期小区名单并动态调整。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（二）重点监管内容。拆改影响结构安全的如承重墙、剪力墙、梁、柱及有结构梁的飘窗等部位；拆除烟道井等部位改变公共部位使用功能影响使用安全的；严重破坏外立面影响小区整体外观的。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（三）检查频次。物业企业必须每户入户检查，基础阶段（水电、泥工）每日每户巡查1次以上；木工阶段、油漆阶段每周每户巡查两次以上。巡查人员每日填写幢日检表（附件1），按照“一幢一日一份”的要求存放于物业服务中心备查。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（四）报送要求。每月30日前,集中装修期小区月履职报告表（附件2）经项目经理签字并加盖公司公章，报送至市建设局。日常检查发现的异常情况应立即制止和责令整改，已造成事实后果或拒不改正的应及时向执法部门报告处理。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><strong><span style="font-size: 16px;">二、监督检查</span></strong></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（一）市建设局成立装修管理现场巡查小组，对集中装修期住宅小区开展全覆盖巡查，重点督查物业服务企业项目基础资料准备、装修备案资料审查、现场巡查监督落实、发现问题制止整改报告等装修管理履职和现场管理情况。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（二）市建设局结合现场巡查情况，对物业企业报送的月履职报告开展质量评估，并作为发现履职不力物业企业和装修企业黑榜的重要依据。发现物业企业或其工作人员参与装修企业、服务队经营或利益输送，导致项目装修管理不力甚至管理失控的，相关线索移交公安机关处理，涉及国有物业企业的同步移送市纪检监察部门处理。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><strong><span style="font-size: 16px;">三、结果运用</span></strong></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（一）惩戒履职不力物业企业。幢日检表、月履职报告填报质量不高、敷衍填报的，按合同履约项予以信用评价扣分。经督促拒不报送或报告弄虚作假、小区装修管理秩序混乱的，列入履职不力名单并按不良信息信用扣分。小区装修管理失控或列入履职不力名单2次以上的信用等级直接降为D级。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（二）惩戒违规装饰装修企业。建立装饰装修企业黑榜制度，查实存在影响结构安全、改变公共部位使用功能等违规装修行为的装饰装修企业列入黑榜。物业企业在日常履职中发现线索的可向市建设局报送建议黑榜企业及相关证据。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">（三）市建设局定期发布履职不力物业企业名单和装饰装修企业黑榜。物业企业列入履职不力名单的，需开展整改整顿并对项目经理追责；装饰装修企业列入黑榜的，全市物业企业在一年内将该企业作为办理进场装修备案重点审查对象和日常巡查重点监管对象。</span></section><section style="margin-bottom: 0px;"></section><section style="margin-bottom: 0px;"></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">本通知自印发之日起施行。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">附件：1.《室内装修现场日检表》</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;">2.《物业公司小区室内装饰装修管理履职月报告表》</span></section><section style="margin-bottom: 0px;"><span style="font-size: 16px;"> </span></section><section style="margin-bottom: 0px;
