letter-spacing: 0.034em; color: #000000;">何泮山村坐落在城西街道之南，属城西街道园区共建委，全村共650余户、1500多人。该村自2002年启动旧改以来，至今已基本完成垂直房安置。</span><span style="font-size: 16px; letter-spacing: 0.034em; color: #007aaa;"><strong>但涉及34户村民、占地面积660平方米的高层项目，从2010年第一次招投标到最终完成选位，时间跨度超过14年</strong></span><span style="font-size: 16px; letter-spacing: 0.034em; color: #000000;">，村干部换了四届，其间还经历了一次废标、一次对簿公堂、一次承建公司破产，可谓波折不断。何泮山村党支部书记胡卫东说：“我们花费了大量的时间精力，到今年5月各种配套建设才算全部完成。”但棘手的问题还在后面。</span></section></section></blockquote></section></section></section></section><section><section><section style="margin-bottom: 0px;"><img class="rich_pages wxw-img" style="outline: 0px; font-size: 16px; letter-spacing: 0.034em;">群众安居问题是城西街道的重点工作，也是街道今年提出的“四大提升”行动方案的重要内容之一。为了妥善解决这个历史遗留问题，街道高度重视何泮山村高层项目。<br /></span></section></section></section></section></section><section><section><section style="margin-bottom: 0px;"></section><section style="margin-bottom: 0px;"><span style="font-size: 16px; color: #000000;">蒋伟锋说，首先街道出面，跟中标承建公司、法律部门以及建设局等单位多次对接。同时帮何泮山村梳理了历年的情况，包括报名、押金交付、平方抵扣等情况。并多次召开疑难问题联审会议，系统谋划、全面部署，最终制定出包括建安费的收取、人员资格的核定、准入条件的设置以及分房调剂等细则在内的方案。</span></section><section style="margin-bottom: 0px;"></section><section style="margin-bottom: 0px;"><span style="font-size: 16px; color: #000000;">以消防验收为例。城西街道讨论后给出建议：依据2016年的标准来验收，但结合现在的要求进行整治提升。何泮山村召开村民代表大会进行确认，最终让整个项目通过了验收。</span></section></section></section></section></section></blockquote><p><strong><span style="font-size: 16px; color: #000000;">在解决何泮山村高层项目难题的过程中，城西街道设立的疑难问题联审机制发挥了有效作用。相关科室负责人介绍，为了解决群众急难愁盼，城西街道从2022年年底开始试行疑难问题联审机制，专门破解各类“疑难杂症”，2023年该项机制形成常态化。</span></p><p style="margin-bottom: 0px;"> </p><p style="margin-bottom: 0px;"><span style="font-size: 16px; color: #000000;">工程款无法支付、审批中断、旧改纠纷矛盾等等，是基层常见的几类难题。何泮山村高层项目就是一个典型。类似的历史遗留问题和疑难问题还有很多，仅靠村委或者单个部门难以完善解决。疑难问题联审机制有助于多部门协同联合，让推诿扯皮无所遁形。</span></p></section></section></blockquote><p> </p><section style="margin-bottom: 0px;"><span style="font-size: 16px;
