font-size: 16px;">各市建委（建设局）、人力社保局负责指导、督促本地区工程建设领域专业技术人员及勘察、设计、施工、监理、造价咨询等相关企业（单位）进行自查自纠。工程建设领域相关企业（单位）要严格按照要求开展自查自纠。</span></p><p> </p><p style="text-indent: 2.1875em;"><span style="color: #262626; font-size: 16px;">自查自纠期间，存在“挂证”等违法违规行为的企业（单位）、人员，应及时办理注销等手续。如因无法提供与用人单位没有劳动关系或已解除劳动关系等相关证明，而暂不能办理注销手续的专业技术人员，可在自查自纠期间向省建设厅政务服务中心窗口提交注销申请并附上劳动仲裁、法院等受理案件通知书，待劳动仲裁或法院判决认定与用人单位无劳动关系、破产单位提供法院法律文书后予以办理注销手续，期间相关证书不能使用于资质审批相关业务。</span></p></section></section></section></section><section><section style="display: flex; font-size: 16px;">严肃处理。各地建设主管部门要对排查中发现人员挂靠问题突出的单位，依据有关法律法规，对其承建项目主要管理技术人员到岗履职情况进行全面排查，对存在违规行为的依法依规处理。各地人力社保部门要对涉及人力资源服务机构违规发布虚假信息、以职业介绍为名提供“挂证”信息服务、扣押劳动者职业（专业）资格（注册）证书的违法违规行为，进行全面核查并依法依规严肃处理。</span></p></section></section></section></section></section></section></section></section><section style="line-height: 1.75em;"><p style="text-indent: 2em;"><span style="font-size: 16px;">《通知》明确，对违规“挂证”人员将依法依规撤销其注册许可，同时三年内不得再次申请注册。<span style="letter-spacing: 0.034em;">对违规使用“挂证”人员，并用于资质申请（含首次申请、增项、延续、变更）已获批的企业，依法撤销相应行政许可、限制再次申请该项资质；对申请资质未获批的企业，依法作出不予许可决定、限制再次申请该项资质。</span></span></p></section><section style="line-height: 1.75em;"><p style="font-size: 18px;
