font-size: 16px;">海外人才是“买卖全球”的重要力量。为拓宽留学生等海外人才招引通道，去年以来，义乌以国务院批复同意新一轮国际贸易综合改革为契机，在全国率先开展外国人来华投资兴业便利综合改革试点，先行<span style="font-size: 16px; letter-spacing: 0.578px; text-indent: 32px;">先试</span>探索商贸领域外籍人才职业技能等级认定与工作许可衔接机制。其中，以“新商人”培育为抓手，创新开发了“国际商贸AI应用”“国际商贸AI美工”“跨境电商运营”“跨境电商采购”等系列专项职业能力考核项目，形成“1+4+N”商贸领域全链条标准化技能提升体系，拓宽商贸领域“以技立业”大通道。</p><p> </p><p style="text-indent: 2em; font-size: 16px;">技能搭梯，海外揽才。前期，义乌市人社局在市场核心区域打造了全省首个国际青年创业孵化基地，为外籍人才提供企业开办注册、来华工作许可、社保缴纳等指导服务，实现国际青年“拎包创业”。在当天的发证活动现场，义乌还同步发布了5家义乌市首批国际青年就业白名单企业，并组织相关企业与国际青年开展招聘对接。</p><p> </p><p style="text-indent: 2em; font-size: 16px;">对于取得技能证书的毕业留学生，可以突破其工作经历方面的限制要求，在义乌白名单企业直接申请就业。义乌市人社局相关负责人表示，接下来义乌还将创新开发“跨境电商直播”等专项职业能力考核规范，继续深化改革之方、扩大合作之维、提升服务之效，通过“一张卡”“一个基地”“一本证”等形式，为更多外籍人才搭平台、优服务、强赋能，向世界传递义乌“聚天下英才而用之”的决心。</p></section><p class="empty_paragraph" style="-webkit-tap-highlight-color: transparent;
