font-size: 16px;"><span style="color: #000000;">《规范》的出台，为桥下空间的后续开发利用提供了坚实的依据。明确了安全底线，严格界定了利用边界，强调在桥下空间利用过程中，必须首要保障桥梁的结构安全和通行功能。同时，标准以公益为导向，推动桥下空间功能向多元化发展，将其定位为“城市公共服务延伸带”，并优先规划用于运动场地、停车场、绿道等公益性用途。此外，《规范》确立“属地管理、部门协同”的工作机制，明确多部门的职责分工，要求申请使用单位需提交包含桥梁保护措施的管理方案，并经过综合评估后方可实施。</span></p><p> </p><p><img class="rich_pages wxw-img" style="vertical-align: baseline;
